通过完善的信息资源和精准的预测模型及机制，帮助政府对城市事件进行精准预测、高效管理、快速决策、应急响应等，辅助城市治理的重要问题及事件决策。
智慧坪山指挥运行中心是为城市运行管理相关部门提供的“工作平台”，感知坪山区城市运行宏观运作与发展，汇聚各方信息与资源，协调解决城市运行发展核心问题。中心具有以下功能：
（1）可视指挥中心
汇集城市治理相关部门已建设的视频网络资源，并基于已有的网格化管理基础，实现对城市治理事件热点的实时监控；构建运行体征指标体系和监测模型，通过大屏呈现的方式全方位展现城管、交通、政务、社区、环保、经济等城市运行体征状态，同时基于中心的智能化视频分析能力，实现智能化、可视化指挥调度。
（2）业务协作中心
利用汇聚集中的信息资源，对城市治理事件实现分级响应。在日常管理和突发事件应急情况下，综合性实时地跨部门业务协同，缩短反应时间，提高整体反应能力，实现智慧城市运行管理相关单位（含：应急、公安、交通、消防、城管、卫生、气象、环保等）跨领域、跨系统应用的互联、汇聚、协同和联动。
（3）决策支持中心
通过完善的信息资源和精准的预测模型及机制，帮助政府对城市事件进行精准预测、高效管理、快速决策、应急响应等，辅助城市治理的重要问题及事件决策。
