为了满足会议大厅的日常会议，以及启动应急预案后的统一作战指挥。采用了众立智能（Summcinfo）的中控系统，矩阵切换系统，来满足整个指挥中心的信号切换以及整个指挥中心的环境控制，包括会议终端、摄像跟踪等。使得整个指挥中心更加简单、智能化。同时通过触摸屏，也能让工作人员操作方便。
